Accuracy of Speedfan + should my heatsink be hot to touch? ( 2 Views )

I have been messing around trying to get my cpu to good temps for awhile now. Got many fans (system temp 23-26c from thermal readers in case) and just bought a si 120. After the si didnt help much I relapped, cleaned, blah blah, reinstalled w/ ac5, best I got was at 1.6v 260htt oc temps stay around 57-58 max. Whatever, at least its under 60 I guess....tried so much and nothing helped. Something must be warped.
Anyways, my mobo (evga nf4 sli mobo) is pretty new, no compatability with mb5, so I use speed fan. The thing is, I know the mobo reports temps about 10-15c higher then normal (its a common problem with the bios, yet to be fixed). For instance I see 40-45c at post/bios and get around 35c idle in windows using speed fan. So I am wondering, does the inaccurate bios readings affect speedfan? Would a new motherboard that might not be supported affect it?
Here is the reason I am wondering. When my temps have been at close to 60c for over 45min, when I touch my heatsink its just slightly warm. Like lukewarm water. (if you know how si's look, its the same on the top/bars and the actual small part covering the cpu). This is also my second question, how hot should a heatsink feel if its working correctly? I very well could have shitty contact (again probably something warped, dont know what I can do that I havnt done already). Would this cause it to not transer much heat through it? I have not idea what is normal so I am just guessing. My other guess is, maybe my cpu isnt that hot (hence heatsink barely warm) and speedfan isnt reporting right. Any info appreciated. Thx
