IE vs. Netscape scroll bar issues ( 7 Views )

1. Hey Everyone,
   
   I'm having a slight problem with a site I'm working on. I'm testing it with IE 6 and NS 7. The pages display fine, but the vertical scroll bar with Netscape is messing things up.
   
   The NS scroll bar only appears when there is enough text to cause a need for the scroll bar. Otherwise, there is no scroll bar. This poses a problem, because my pages "shift" when clicking through pages.
   
   Is there a way I can set the scrollbar to view all the time (like IE does)?

   edit: tried it, didn't work [img]images/smilies/frown.gif[/img]
   
   edit: it seems overflow:scroll works, but not overflow-y or overflow-x [img]images/smilies/frown.gif[/img]
   
   edit: it appears that overflow-y is not in the CSS2 standard :confused:
