ASUS K8N4-E Deluxe won't shut down ( 2 Views )

1. I am hoping that some of you have an idea why my newly upgraded PC won't power down.
   
   I Just replaced most of my parts today. In fact the only parts I kept from my old PC are the sound card and hard drives.
   
   I put everything together and started loading windows. When it is still in the DOS screen and at the 1st reboot, it freezes at the restarting screen.
   
   If I power down the PC with the power button and turn it on again, it picks up just as if it had rebooted.
   
   I quickly found through the installation process that any time it needs to reboot, it freezes.
   
   I tried using both 32 bit and 64 bit windows and they both had the same issue. This also happens after windows is loaded and I tell it to shut down or reboot.
   
   I switched power supplies from the NeoHe to a Neopower and still had the same issue.
   
   Is there some power setting I am missing?
   
   Asus K8N4-E motherboard 1.10 bios
   Athlon 64 3700+ S754 CPU
   Antec NeoHE 550 power supply
   Corsair XMS Cas2 1gb DDR400
   2x 74gb WD Raptor HDD
   Creative Audigy 2
   ASUS DVD burner
   ATI X800XL 256mb video card
   
   Any help would be appreciated since this is highly annoying.

2. BTW, the reason I posted this in the motherboard forum is because I have ruled out the power supply and Windows as the culprit.
   
   I suspect the mobo is the culprit, but I don't know why.

3. Well, I reflashed the BIOS with the same version and that did the trick.
