   If I see a 1.5$ rate for a CPM does that means that for each 1000 page views with that banner I'll get 1.5?

2. Yes that is correct and is a VERY good rate assuming it's for your "online games" site, entertainment sites usually get about $0.30 CPM for normal banners.
